RNJ Transport moves loads from the Netherlands to Lithuania, and since 1 July 2026 trucks over 3.5 tonnes pay a Dutch toll per kilometre. The toll applies on almost all motorways. A Euro 6 diesel truck over 32 tonnes pays 0.156 EUR per km until 31 December 2026\. Carriers pay it and add it to the transport price.

- The Dutch truck toll (vrachtwagenheffing) started on 1 July 2026\. Dutch and foreign trucks over 3.5 tonnes pay it per kilometre.
- From 1 September to 31 December 2026, all Dutch truck toll rates are 22.3% lower. A Euro 6 diesel truck over 32,000 kg pays 0.156 EUR per km.
- On 1 January 2027, the 22.3% discount ends and the base rates rise by 2.6%, according to RDW. A Euro 6 diesel truck over 32,000 kg then pays 0.206 EUR per km, up from 0.156 EUR.
- Every truck that pays the Dutch toll needs a toll contract and an on-board unit. The unit must be on during every trip in the Netherlands, also on roads without toll.
- The Eurovignette for the Netherlands ended on 1 July 2026\. Sweden and Luxembourg still use the Eurovignette.

## Dutch truck toll: start date and purpose

The Dutch truck toll, in Dutch vrachtwagenheffing, is a charge per kilometre for trucks over 3.5 tonnes. The toll started on 1 July 2026\. Dutch and foreign trucks pay the same rates. The rate depends on three things: the truck’s weight class, its CO2 emission class and its Euro emission class.

The Dutch Ministry of Infrastructure and Water Management sets the rules and the rates. RDW, the Dutch vehicle authority, runs the toll with other public bodies. The Netherlands has two aims. Trucks pay for road use per kilometre, and road transport becomes cleaner. A large part of the income goes to subsidies, for example for electric trucks and charging points.

Two other charges changed on the same day. The Eurovignette for the Netherlands ended on 1 July 2026, so trucks no longer buy it for Dutch roads. Sweden and Luxembourg still use the Eurovignette. Dutch trucks under 12,000 kg no longer pay Dutch motor vehicle tax, and heavier Dutch trucks pay much less.

## Dutch truck toll rates per kilometre

A Euro 6 diesel truck over 32,000 kg in CO2 class 1 pays 0.156 EUR per km from 1 September to 31 December 2026\. In that period, all rates are 22.3% lower because fuel prices rose sharply. On 1 January 2027, the 22.3% discount ends and the base rates rise by 2.6%. The same truck then pays 0.206 EUR per km, up from 0.156 EUR. Cleaner and lighter trucks pay less.

The rate has three parts. The infrastructure charge pays for building and maintaining roads. The second part covers air pollution and noise, and the third part covers CO2 emissions. The invoice from the service provider shows all three parts and the total.

The Dutch government set the 22.3% discount in a policy decision in the Staatscourant of 27 May 2026\. The discount applies to all trucks until 31 December 2026\. RDW says the base rates rise by 2.6% on 1 January 2027, in line with Dutch inflation. EU rules have required tolls for heavy trucks to change with CO2 emissions since 2024.

## Trucks and roads that pay the Dutch toll

Every truck in category N2 or N3 pays the toll. These trucks have a technical maximum mass over 3.5 tonnes. Dutch and foreign trucks pay. The use of the truck does not matter, and an empty truck pays the same rate as a loaded one. The toll applies on almost all motorways and on some provincial and municipal roads.

The weight class comes from the technical maximum mass of the truck, or of the combination when the truck pulls a trailer. The real weight of the load does not change the rate. A tractor unit with a semi-trailer for 40 tonnes is in the class over 32,000 kg.

The CO2 emission class runs from 1 to 5\. Class 1 has the highest rates, and only class 1 also splits by Euro emission class. Class 5 is for zero-emission trucks. In 2027, an electric truck over 32,000 kg pays 0.040 EUR per km, and a Euro 6 diesel truck pays 0.206 EUR per km.

RDW publishes a road map and a list of the toll roads on vrachtwagenheffing.nl. Only trucks with an exemption or a dispensation drive without an on-board unit.

## Payment and on-board units

Carriers pay the Dutch toll through a service provider. Each truck needs a contract with a provider approved for the Netherlands and its own on-board unit (OBU). The OBU records the kilometres, and the provider sends the invoice. In the Netherlands, the OBU must be on while the truck drives, also on roads without toll.

The Netherlands has no ticket for a single trip. A truck without a working OBU may not drive on Dutch roads. Cameras above the road and mobile devices check the toll. Enforcement started on 1 July 2026 for Dutch and foreign trucks.

- An OBU from another country does not always work for the Dutch toll. Carriers check this with their provider before the first trip.
- Before the first trip, the truck has a contract with a toll service provider approved for the Netherlands.
- During every trip in the Netherlands, the OBU is on and linked to the right truck.
- The carrier keeps the provider’s invoices. They show the kilometres and the toll for each truck.

## Belgian kilometre charge compared

Belgium also charges trucks over 3.5 tonnes per kilometre. Viapass, the body that coordinates the three Belgian regions, organises the charge, and each region sets its own rates. From 1 July 2026, a Euro 6 truck over 32 tonnes in CO2 class 1 pays 0.285 EUR per km in Flanders and 0.205 EUR per km in Wallonia.

Flanders added a CO2 surcharge on 1 July 2026\. Wallonia and Brussels charge the same Euro 6 rate for CO2 classes 1 to 4\. The Flemish and Brussels charges are taxes without VAT. The Walloon charge is a fee plus VAT. In Belgium, the weight class uses the maximum authorised mass including the trailer.

One OBU does not always cover both countries. The OBU of the Belgian national provider cannot be used in the Netherlands. The OBU of the Dutch provider that works only in the Netherlands is not accredited in Belgium. A truck that drives in both countries needs a provider accredited in both, or a working OBU for each country.

## Who pays the toll on a load from the Netherlands to Lithuania

The carrier pays the Dutch toll, because the truck owner holds the contract and the OBU. For the shipper, the toll is one of the costs inside the transport price. RNJ Transport includes road tolls in the one price we agree with you for the load, as our pricing page explains. You get one invoice.

The Dutch leg is only one part of the trip. A load to Lithuania also crosses Germany and Poland, and both countries charge their own truck tolls. The total depends on the route, the truck and the date. For a price, send the route, the date and the load size in the price form.

## Worked example: Dutch toll from Rotterdam to the German border

The example shows the Dutch toll for one trip. The numbers are an illustration, not an RNJ Transport price. A tractor unit with a semi-trailer drives from Rotterdam to the German border near Venlo. The combination weighs 40 tonnes and is Euro 6, CO2 class 1\. The route via Breda and Eindhoven is about 170 km. The distance is approximate.

The toll is the rate per km multiplied by the kilometres. The example counts all 170 km as toll roads and leaves out service provider fees. The real amount is on the provider’s invoice. On the way back, an empty truck pays the same rate.

| Euro 6 diesel, CO2 class 1, 1 September to 31 December 2026 | 0.156 EUR | 0.156 × 170 km | 26.52 EUR |
| Euro 6 diesel, CO2 class 1, from 1 January 2027 | 0.206 EUR | 0.206 × 170 km | 35.02 EUR |
| Electric, CO2 class 5, 1 September to 31 December 2026 | 0.030 EUR | 0.030 × 170 km | 5.10 EUR |

## Frequently asked questions

1. When did the Dutch truck toll start?
On 1 July 2026\. Since that day, Dutch and foreign trucks over 3.5 tonnes pay a charge per kilometre on almost all Dutch motorways and on some provincial and municipal roads. Enforcement started on the same day. The Eurovignette for the Netherlands ended on 1 July 2026, so trucks no longer buy it for Dutch roads.
2. How much is the Dutch truck toll per km for a 40-tonne truck?
Usually 0.156 EUR per km until 31 December 2026, for a Euro 6 diesel truck in CO2 class 1\. A 40-tonne combination is in the weight class over 32,000 kg. On 1 January 2027, the 22.3% discount ends and the base rates rise by 2.6%, according to RDW. The same truck then pays 0.206 EUR per km. Older Euro classes pay more, and electric trucks pay much less.
3. Do foreign trucks pay the Dutch truck toll?
Yes. The toll applies to Dutch and foreign trucks in categories N2 and N3\. A Lithuanian truck needs a contract with a service provider approved for the Netherlands and an OBU that works there. An OBU from another country does not always cover the Dutch toll. The Netherlands has no ticket for a single trip. The same rules apply to Dutch and foreign trucks from the first trip.
4. Does an empty truck pay the Dutch truck toll?
Yes. The toll does not depend on the load. An empty truck pays the same rate per kilometre as a loaded one, because the rate uses the technical maximum mass, not the real weight. The use of the truck does not matter either. Only trucks with an exemption or a dispensation drive without an OBU.
5. Does one OBU work for the Dutch and the Belgian toll?
Not always. Belgium and the Netherlands run separate systems. The OBU of the Belgian national provider cannot be used in the Netherlands, and the Dutch OBU that works only in the Netherlands is not accredited in Belgium. A truck that drives in both countries needs a provider accredited in both, or a working OBU for each country. Check this with your provider before the first trip.
6. Who pays the Dutch toll when I ship goods from the Netherlands to Lithuania?
The carrier pays it. The truck owner holds the toll contract and gets the invoice from the service provider. The toll then becomes part of the transport price. The total depends on the route, the truck and the date. With RNJ Transport, road tolls are included in the one price we agree for your load, and you get one invoice.
