# High-value goods by road: how to plan a safe, on-time load

For high-value road loads such as clothing, perfume and electronics, RNJ Transport recommends five steps. Tell us the value of the goods when you book. Decide on cover, because the CMR limit is about 10 EUR per kilogram. Book a direct truck. Write the delivery date on the CMR note. Check the goods and the note at loading and delivery.

- Under CMR Article 23(3), a carrier pays at most 8.33 SDR per kilogram of gross weight lost. On 19 October 2026, that was about 10.05 EUR per kilogram.
- Under CMR Articles 24 and 26, the sender can enter a declared value or a special interest in delivery in the CMR note, against a surcharge agreed with the carrier.
- Under CMR Article 6(2)(a), the CMR note can say that transshipment is not allowed. The entry tells the carrier to keep the goods on one vehicle.
- Commission Delegated Regulation (EU) 2022/1012 sets the EU standard for certified truck parking areas, with four levels: Bronze, Silver, Gold and Platinum.

## Value per kilogram and the CMR limit

The CMR Convention limits what a carrier pays for lost goods to 8.33 SDR per kilogram of gross weight (Article 23(3)). On 19 October 2026, 1 SDR was 1.20701 EUR, so the limit was about 10.05 EUR per kilogram. For goods worth more than that per kilogram, the limit pays less than the goods are worth.

The CMR limit depends on the gross weight, so light goods of high value get the least cover.

CMR limit per kilogram

- Perfume, value 60,000 EUR
- Perfume, CMR maximum 3,016 EUR
- Tiles, value 800 EUR
- Tiles, CMR maximum 10,054 EUR

CMR Convention, Article 23(3); IMF rate 1 SDR = 1.20701 EUR on 19 October 2026; RNJ Transport calculation. Checked 19 October 2026.

Clothing, perfume, cosmetics and electronics are often light for their value. To check your load, divide the value by the gross weight. Our guide to CMR insurance explains the exemptions and the claim deadlines.

In this illustration, one euro pallet of perfume weighs 300 kg and is worth 60,000 EUR, or 200 EUR per kilogram. CMR pays at most 300 × 8.33 = 2,499 SDR, about 3,016 EUR. One pallet of ceramic tiles weighs 1,000 kg and is worth 800 EUR. Its CMR maximum is about 10,054 EUR, more than the tiles are worth.

A declared value of 60,000 EUR in the CMR note replaces the limit (Article 24). You agree the surcharge with the carrier before loading. Cargo insurance is a separate policy for the goods.

## CMR note entries for a high-value load

The CMR consignment note can carry more than the basic load details. Article 6(2) of the CMR Convention lists further entries for the note where they apply. Five of them matter for high-value goods: transshipment, declared value, special interest in delivery, insurance instructions and the agreed time limit. Agree each entry with the carrier before loading.

## A direct truck without transshipment

A full truck gives one shipper the whole trailer and drives direct from loading to delivery. Your goods are loaded once and unloaded once. Write “transshipment not allowed” on the CMR note. A part load shares a truck with other loads and also stays on that truck. Groupage passes through terminals, where goods are unloaded, sorted and loaded again.

RNJ Transport has no terminals, so we do not sort groupage. Our own 2 MAN TGX trucks carry full loads, mostly between Lithuania and Sweden. On other lanes, we book checked partner carriers. We do not give your load to a second company without telling you.

## Safe and secure truck parking areas

On a long route, the driver stops for breaks and rest under the EU driving and rest rules. Commission Delegated Regulation (EU) 2022/1012 sets one EU standard for certified safe and secure truck parking areas. Every certified area offers the same basic services for drivers. Each area also meets one of four security levels: Bronze, Silver, Gold or Platinum.

An independent certification body audits each area on site before it gets a certificate. Article 8a of Regulation (EC) No 561/2006 requires the European Commission to publish the list of certified areas. On 19 October 2026, the list on the EU Parking website had 60 entries. They included areas in the Netherlands, Belgium, Germany, Latvia and Lithuania, the countries on our main lanes.

Under Article 31(4) of Regulation (EU) 2024/1679, EU countries must develop such areas along the core and extended core roads of the trans-European transport network (TEN-T) by 31 December 2040, on average no more than 150 km apart.

On a long route, ask the forwarder where the driver plans to rest. If you want a certified area, agree it in writing before you book.

| Level | Main features in the standard |
| ---------- | ----------------------------------------------------------------------------------------------------------------------------------------------------------------------------- |
| All levels | Separate toilets and showers with warm water, snacks and drinks 24/7, a dining area, free internet, power sockets, emergency contacts in the national language and in English |
| Bronze | A marked and lit perimeter, CCTV at every entry and exit, a surveillance check at least once every 24 hours |
| Silver | A physical barrier with video recording around the area, entry and exit barriers with an intercom, checks twice every 24 hours, help for users 24/7 |
| Gold | A barrier at least 1.8 m high, video over the whole perimeter, number plate recognition at entry and exit |
| Platinum | A continuous barrier with climbing protection, staff or video control 24/7, a two-step check of the plate and the driver, booking in advance |

## Delivery date and checks at loading and delivery

An on-time delivery starts with a written date. Write the agreed time limit for the carriage on the CMR note (Article 6(2)(f)). Under Article 19, a delay means the goods arrive after that time limit. Without an agreed limit, the test is the time a diligent carrier would reasonably need for the trip.

For a delay, the carrier pays proven damage up to the carriage charge (Article 23(5)). A special interest in delivery can cover more (Article 26). In our experience, delivery on the agreed day matters most to shippers of clothing, perfume and electronics.

This guide gives the general position under CMR. Check your contract, and for a claim ask a lawyer or your insurer.

1. ### Count and mark
Number every package. Write the count, the marks and the numbers on the CMR note.
2. ### Check at loading
The carrier checks the package count and the visible condition. It can charge for a check of the weight or the contents (Article 8(3)).
3. ### Record the seal
If you seal the trailer after loading, write the seal number on the CMR note (Article 6(3)).
4. ### Match the truck
Compare the truck and trailer plates at loading with the details your forwarder sent.
5. ### Check at delivery
Count the packages and check the seal. Write any visible damage on the CMR note before the driver leaves (Article 30(1)).

## A high-value load with RNJ Transport

RNJ Transport gives every load one contact person, from the first call to the invoice. We check every partner carrier before every load. Tell us the value of the goods when you book, so we can talk about cover before the truck leaves. After delivery, you get a copy of the signed CMR note and one invoice.

1. ### You send the load details
The route, the dates, the packages, the gross weight and the value.
2. ### You confirm in writing
After we agree the price, you send a written transport order.
3. ### We confirm the truck
We confirm the truck with the carrier and enter the order in our transport management system.
4. ### You get the truck details
Before loading, we send the truck and trailer plates and the driver’s phone number.
5. ### We follow the load
Your contact person follows loading and unloading. We send the invoice when we receive the signed CMR note.

## Frequently asked questions

1. What counts as high-value goods in road transport?
There is no single legal definition. Under CMR, a useful line is the carrier’s limit, which was about 10.05 EUR per kilogram on 19 October 2026\. Perfume, cosmetics, clothing and electronics are often worth more per kilogram, so the limit pays less than their value. Divide the value of your load by its gross weight to check.
2. What does “transshipment not allowed” mean on a CMR note?
The entry tells the carrier not to move the goods to another vehicle on the way. Article 6(2)(a) of the CMR Convention provides for this entry. Agree it with the carrier before loading. A full truck that drives direct from loading to delivery fits it best.
3. What is a safe and secure truck parking area?
A truck parking area certified to the EU standard in Commission Delegated Regulation (EU) 2022/1012\. Every certified area offers the same basic services for drivers and meets one of four levels: Bronze, Silver, Gold or Platinum. An independent body audits the site. The EU Parking website, supported by the European Commission, lists the certified areas.
4. Can I agree a fixed delivery date under CMR?
Yes. Write the agreed time limit for the carriage on the CMR note (Article 6(2)(f)). Under Article 19, a delivery after that limit counts as a delay. The carrier then pays proven damage up to the carriage charge. For a higher amount, declare a special interest in delivery in the CMR note, against an agreed surcharge (Article 26).
5. What should I tell the forwarder about a high-value load?
The value of the goods, the gross weight, the number of packages and the loading and delivery dates. Also say if you need a direct truck, a sealed trailer or a fixed delivery date. With these details, we can plan the right truck for your route.
