RNJ Transport, a freight forwarder in Klaipėda, explains road freight between Lithuania, Latvia and Estonia. By road, Klaipėda to Riga is about 310 km and Klaipėda to Tallinn about 615 km. EU goods need no customs declaration, and a CMR note travels with each load. From 1 January 2027, Lithuania charges trucks per kilometre. Latvia and Estonia charge by time.

- By road, Klaipėda to Riga is about 310 km, Vilnius to Riga about 295 km, Kaunas to Riga about 265 km and Riga to Tallinn about 310 km (OSRM route planner, October 2026).
- Lithuania, Latvia and Estonia are in the EU customs union, so EU goods move between them without a customs declaration. Each international load travels with a CMR consignment note.
- From 1 January 2027, Lithuania’s Via Toll system charges trucks per kilometre on toll state roads. A Euro 6 truck over 12 tonnes with five or more axles, in CO2 class 1, pays 0.118 EUR per km.
- Latvia and Estonia charge trucks for a period of time. A Euro 6 truck over 12 tonnes with four or more axles pays 22 EUR for one day in both countries (national laws, checked 19 October 2026).
- In 2027, 13 weekdays are a public holiday in one or two of the three countries only. Good Friday, 26 March 2027, is a holiday in Latvia and Estonia and a working day in Lithuania.

## Road distances and driving times in the Baltic states

By road, Klaipėda is about 310 km from Riga and about 615 km from Tallinn. Vilnius is about 295 km from Riga, Kaunas is about 265 km from Riga, and Riga is about 310 km from Tallinn. The distances come from the OSRM route planner on OpenStreetMap data, city centre to city centre, checked on 19 October 2026.

Driving time depends on the truck’s average speed. Our estimate assumes an average of 60 km/h, the same as in our guides to transit time and to road freight inside Lithuania. Towns and junctions keep the average below a truck’s top speed. EU rules allow one driver 9 hours of driving a day, or 10 hours twice a week. After 4.5 hours of driving, the driver takes a break of at least 45 minutes.

Four of the five routes fit into one driver’s 9-hour day, with time left to load and unload. Klaipėda to Tallinn needs about 10 h 15 min of driving. That is more than one driver may drive in a day. With one driver, the trip includes a daily rest. Our transit time guide shows what a second driver changes.

A truck can take another route, and your addresses change the distance. The driving times leave out loading, unloading and traffic. They are an illustration. They do not show our transit time.

__Road distances and truck driving times at an assumed 60 km/h__
| Route | Road distance | Driving time | Part of a 9-hour driving day |

| Kaunas to Riga | About 265 km | About 4 h 25 min | Just under half |
| Riga to Tallinn | About 310 km | About 5 h 10 min | More than half |

## Documents and customs between Lithuania, Latvia and Estonia

Lithuania, Latvia and Estonia are all in the EU customs union. EU goods move between them without an export or import declaration. A load from Lithuania to Latvia or Estonia is international carriage by road, so a CMR consignment note travels with it. The invoice and a packing list complete the usual set of documents.

Some loads need more paperwork. Goods from outside the EU that are not yet cleared travel under customs transit. Excise goods, such as alcohol, follow their own rules. Our guide to customs inside the EU explains these cases. Our CMR guide explains what goes on the note and who signs it.

## Road charges for trucks in Lithuania, Latvia and Estonia

Each Baltic country charges trucks for using its roads. Until 31 December 2026, all three use time-based charges. From 1 January 2027, Lithuania charges per kilometre with its Via Toll system. Latvia and Estonia keep charges for a day, a week or longer. The truck operator pays, so the charge is part of the freight price.

Via Toll covers goods and passenger vehicles in categories N1, N2, N3, M2 and M3\. The system counts the kilometres on toll state roads through a mobile app or an on-board unit. All vignettes bought in 2026 stop on 1 January 2027\. The Lithuanian Transport Safety Administration (LTSA) set the rates.

A Euro 6 truck over 12 tonnes with five or more axles, in CO2 class 1, pays 0.118 EUR per km. Our post on Via Toll lists the rates for every vehicle class.

Latvia charges goods vehicles over 3,000 kg, and vehicle combinations over 3,500 kg, on main and regional state roads outside towns. Estonia charges trucks over 3,500 kg and their trailers on public roads. In both countries, a Euro 6 truck over 12 tonnes with four or more axles pays 22 EUR for one day.

As a shipper, you do not buy or register anything for these charges. The carrier pays them. RNJ Transport includes the road charges of every country in the price we agree with you and sends one invoice for the whole route.

## Public holidays in Lithuania, Latvia and Estonia

Lithuania, Latvia and Estonia each have their own public holidays. On a public holiday, many warehouses and offices are closed, so plan loading and unloading on working days. In 2027, 13 weekdays are a holiday in one or two of the countries only. New Year’s Day, 24 June and 24 December are holidays in all three.

Easter shows the difference well. Good Friday, 26 March 2027, is a holiday in Latvia and Estonia and a working day in Lithuania. Easter Monday, 29 March, is a holiday in Lithuania and Latvia and a working day in Estonia. 23 June is a holiday in Latvia and Estonia only.

Ask the loading site and the receiver for their closed days before you book. The table at the end of this guide lists every difference in 2027\. Our post on public holidays in 2027 gives the full calendar for Lithuania and Latvia.

## Full truck or part load on Baltic routes

On Baltic routes, the choice between a full truck and a part load follows the same rule as on longer routes. A part load fits up to about half a standard curtainsider trailer: about 17 euro pallets, 6.8 loading metres or 12 tonnes. Above that, a full truck can cost less per pallet.

A full truck drives direct. Kaunas to Riga takes about 4 h 25 min of driving in our estimate, so a full truck loaded in the morning can deliver the same day. A part load shares the truck, which stops to load and unload other goods. Each stop adds time, and on a short route the stops can take longer than the drive.

RNJ Transport focuses on full truckloads with checked partner carriers, for example from the Netherlands and Belgium to Lithuania and Latvia, and between Germany and the Baltic states. Our guide to part loads and full trucks explains the half-trailer rule. If your load fills a large part of a trailer, send us the details.

## Frequently asked questions

1. How far is Klaipėda from Riga by truck?
About 310 km by road, through Šiauliai and Jelgava, according to the OSRM route planner on OpenStreetMap data. At an assumed average of 60 km/h, that is about 5 h 10 min of driving. One driver can cover it in one day under the EU driving rules. Your exact addresses change the distance.
2. Do I need customs for a load from Lithuania to Latvia?
No, not for EU goods. Lithuania, Latvia and Estonia are in the EU customs union, so EU goods need no customs declaration between them. The load travels with a CMR consignment note, the invoice and a packing list. Goods from outside the EU that are not yet cleared, and excise goods, need more documents.
3. Is a CMR consignment note needed between the Baltic states?
Yes. A load from one Baltic country to another is international carriage by road, so a CMR consignment note travels with it. The sender and the carrier sign it at loading, and the receiver signs it at delivery. Our CMR guide explains each field and who completes it.
4. Does Lithuania charge trucks per kilometre?
Yes, from 1 January 2027\. The Via Toll system replaces the vignette and charges for each kilometre on toll state roads. A Euro 6 truck over 12 tonnes with five or more axles, in CO2 class 1, pays 0.118 EUR per km. All vignettes bought in 2026 stop on 1 January 2027.
5. What do trucks pay for roads in Latvia and Estonia?
22 EUR a day for a Euro 6 truck over 12 tonnes with four or more axles, in both countries. Both charge by time. The same truck pays 55 EUR for 7 days and 110 EUR for 30 days. A year costs 1,100 EUR in Latvia, and 365 days cost 1,100 EUR in Estonia. Older Euro classes pay more.
6. Is Good Friday a public holiday in Lithuania?
No. Good Friday is a working day in Lithuania. In Latvia and Estonia, it is a public holiday, on 26 March in 2027\. Easter Monday, 29 March 2027, is a holiday in Lithuania and Latvia and a working day in Estonia. Check both ends of the route before you book loading or delivery near Easter.
