The lowest price was in Malta, at 1.210 EUR. The highest was in Finland, at 2.532 EUR. [Weekly Oil Bulletin](https://energy.ec.europa.eu/data-and-analysis/weekly-oil-bulletin%5Fen) - Every EU country reports its average fuel prices to the European Commission each week. The Commission publishes them in the Weekly Oil Bulletin. - Prices with taxes include VAT and excise duty. Prices without taxes show the fuel price before all taxes. - Many diesel clauses in freight contracts name this bulletin as the price source, because both sides can check the same number. - Press “Calculate” in a row to open the fuel surcharge calculator with that price. ## How to read the table The prices are in euros per litre for Monday, 19 October 2026\. The table starts with the EU average and then lists the countries from the lowest price to the highest. The two change columns compare the price with taxes with the week before and with the same week one year earlier. All prices are in euros, also for countries that use another currency. Some countries set or cap fuel prices by law, so their price can stay the same for months. The Commission warns that comparisons between countries have limits, because fuel quality, sales methods and markets differ. The page shows two dates: the Monday the prices are for, and the day we last updated the table. ## Prices with and without taxes Countries tax diesel differently, so the gaps with and without taxes are not the same. This week the gap between the highest and the lowest price with taxes is 1.322 EUR per litre. Without taxes, the gap is 0.954 EUR per litre. A price without taxes moves only with the cost of the fuel. A price with taxes also moves when a country changes its VAT rate or its excise duty. In Lithuania, diesel cost 2.219 EUR per litre with taxes and 1.280 EUR without taxes on 19 October 2026. ## Diesel prices in a freight contract A diesel clause, also called a fuel clause or diesel floater, moves the freight price with the diesel price. The contract fixes a reference price and the fuel share of the freight price. When diesel moves away from the reference, the freight price changes by a formula. Both sides then use one public number, and nobody needs to negotiate again. Check these points when a clause names the Weekly Oil Bulletin as its source. - Which country, or the EU average - Prices with taxes or without taxes - Which week counts, for example the first bulletin of the month - The reference price and the date it was set - The fuel share of the freight price - How often the price changes, and any threshold below which nothing changes ## When new prices appear EU countries send the prices for Monday to the Commission, and the Commission publishes the bulletin later the same week.
