Customs union and documents for Türkiye

Türkiye is outside the EU customs territory, so a load needs an EU export declaration and a Turkish import declaration. Between the two customs offices, the goods can travel with a transit declaration in NCTS (common transit), because Türkiye applies the Common Transit Convention. We arrange the customs declarations with a trusted partner. Before booking, we explain which documents your load needs.

The EU–Türkiye customs union covers industrial goods and processed agricultural goods. These goods pay no customs duty between the EU and Türkiye when they travel with an A.TR movement certificate. The A.TR shows that the goods are in free circulation in the EU or in Türkiye. It does not replace the export and import declarations.

Agricultural products and coal and steel products are outside the customs union. Separate agreements cover them. Tell us what the goods are before loading, so the customs partner can prepare the right documents. Send the invoice and the commodity codes at the same time.

Road tolls and truck rules on the route to Türkiye

In Türkiye, trucks with foreign plates need an HGS account to use toll motorways and bridges. HGS is the electronic toll system that the General Directorate of Highways (KGM) runs. Carriers can open an account at post offices, at agencies at the customs gates or at banks. The truck can leave Türkiye through customs only after all tolls are paid.

Before Türkiye, the truck pays the toll of each EU country on the route. Poland, Slovakia and Hungary charge trucks over 3.5 t per kilometre. The price we give you includes the tolls on the route. Poland, Slovakia and Hungary also have truck bans on some days, for example on summer weekends. Ask us how the ban days affect your loading date.

Frequently asked questions

  1. Do I need customs documents for a load to Türkiye?

Yes. Türkiye is outside the EU customs territory, so a load needs an EU export declaration and a Turkish import declaration. Goods that the customs union covers also travel with an A.TR movement certificate, so they pay no customs duty. We arrange the customs declarations with a trusted partner. A CMR consignment note travels with every load.

  2. What does the EU–Türkiye customs union change for a shipper?

It removes customs duty on industrial goods and processed agricultural goods that travel with an A.TR movement certificate. It does not remove the declarations. A load still needs an export declaration and an import declaration. Agricultural products and coal and steel products follow separate agreements. Tell us what the goods are before loading.

  3. How long does a truck drive from Lithuania to Ankara?

About 70 hours with two drivers. This is the driving time under the EU rules on driving and rest, at 60 km/h for about 3,130 km. On this distance, one driver also needs a weekly rest. This is not a delivery promise. Loading, customs and the border crossing add time. We give you the planned delivery date with the price.

  4. Do foreign trucks pay tolls in Türkiye?

Yes, on toll motorways and bridges. A truck with foreign plates needs an HGS account with enough balance for the tolls. If the truck passes without an account or balance, the owner has 15 days to pay online or to open an account. The truck can leave Türkiye through customs only after all tolls are paid. The price we give you includes the tolls.

  5. Is there a time difference between Lithuania and Türkiye?

Yes, in winter. Türkiye uses UTC+3 all year and does not change to summer time. From the end of October to the end of March, Türkiye is one hour ahead of Lithuania. For example, when it is 12:00 in Vilnius in winter, it is 13:00 in Ankara. In summer, both countries use the same time. Agree the loading and delivery times in local time.
