How to check a freight forwarder before you book
To check a freight forwarder, RNJ Transport recommends seven checks before you book. Find the company in the national register. Check the VAT number in VIES. Check the licence, tax debts and contact details. Ask for the insurance certificate and read the order terms. Our team in Klaipėda checks every partner carrier before every load.
- In Lithuania, freight forwarding needs no licence. The Lithuanian Transport Safety Administration (LTSA) says forwarding is not a licensed activity.
- An EU Community licence gives a company the right to carry goods by road for hire. LTSA issues one licence copy for each vehicle.
- VIES, the VAT check of the European Commission, shows if an EU VAT number is valid. Some countries also show the company name.
- A forwarder liability policy and a CMR carrier liability policy cover different risks. Ask for the certificate, the limit and the end date.
- An AI report on a company is a starting point. Confirm every line of it in the national register and in VIES before you book.
Company register entry
Start with the company register. Every Lithuanian company has a company code in the Register of Legal Entities, kept by Registrų centras. You can search the register free of charge by name or code. Check four things: the code, the status, the date the company was registered and its registered activity.
Sites such as rekvizitai.lt show the same register data on one page, with debts, vehicles and annual reports. For a forwarder from another EU country, use the business register of that country.
| Field | A good answer | Ask more questions when |
|---|---|---|
| Company code | The code on the offer matches the register | The code is missing, or the register shows another name |
| Status | Active, with no bankruptcy, liquidation or restructuring | The register shows any of these three |
| Date registered | The date fits what the company says about its history | A company a few months old claims years of experience |
| Registered activity | Road freight transport, forwarding or another transport activity | The activity has no link to transport |
VAT number in VIES
Check the VAT number in VIES, the free VAT check of the European Commission. Choose the country, type the number and press Verify. A valid number shows the word “Valid”. Some EU countries also show the company name or address. Compare these details with the register and the offer.
An invalid number is a reason to stop and ask why.
Transport licence: carrier or forwarder
The licence depends on what the company does. A carrier that runs trucks for hire needs a licence. An EU Community licence gives the right to carry goods for hire on international routes. In Lithuania, freight forwarding is not a licensed activity. A forwarder without trucks has no transport licence to show.
The Lithuanian Transport Safety Administration (LTSA) issues licences for ten years. The LTSA website links to a list of licensed companies.
| Company type | Licence | What to ask for |
|---|---|---|
| Carrier with trucks over 3.5 tonnes on international routes | EU Community licence | The licence number and end date |
| Carrier with vehicles of 2.5–3.5 tonnes on international routes | EU Community licence | The licence number and end date |
| Carrier with trucks over 3.5 tonnes inside Lithuania only | EU Community licence or a licence for Lithuania | The licence number and end date |
| Freight forwarder without own trucks | No licence for forwarding | The name and licence of the carrier that will drive |
Tax and social insurance debts
Check if the company owes money to the State Tax Inspectorate (VMI) or to Sodra, the social insurance fund. Debts can show cash problems. A forwarder with cash problems may not pay the carrier. An unpaid carrier may then hold your goods. Sites such as rekvizitai.lt show VMI and Sodra debts by company code.
Look at the history, not only today. A small debt paid within a few days says little. A large debt that stays for months is a warning sign.
Address, phone and email domain
Compare the contact details in the offer with the register data. The company name, address and phone number should match. The email should use the company’s own domain, the same as on its website. An email address that differs by one letter or one ending belongs to another domain.
Call the company on a number from the register or its own website, not only on the number in the email. Check the email address and the phone number before each order, also with partners you know.
Insurance certificate and order terms
Ask for the insurance certificate before the first load. Check the insurer, the company name on the policy, the cover limit and the end date. Then check what the policy covers. A forwarder liability policy and a CMR carrier liability policy cover different risks. If a detail differs from the register, call the insurer to confirm the policy.
Some forwarder liability policies exclude claims under the CMR Convention and damage that the road carrier causes. The CMR Convention limits the carrier’s liability to 8.33 SDR per kilogram of gross weight, about 10 euros per kilogram. For valuable goods, ask about cargo insurance for the full value.
Then read the order confirmation. It should give the legal name and company code of the forwarder. It should state the route, the dates, the goods, the weight, the price and the payment terms. Check what it says about subcontracting.
| Policy | What it usually covers | What to check |
|---|---|---|
| CMR carrier liability insurance | Loss of or damage to goods during the trip, up to the CMR limit | The insurer, the company name, the limit and the end date |
| Forwarder liability insurance | Mistakes in the forwarder’s own work, such as documents or deadlines | If claims under the CMR Convention are excluded |
| Cargo insurance | The value of the goods, if you buy this cover | The insured value and the goods it covers |
Details that must match before loading
Before loading, the company details in the offer, the register and the order confirmation should match. Check seven details: the company name, the company code, the VAT number, the licence, the bank account holder, the email domain and the phone number. At loading, the truck and trailer plates should match the plates you got.
If one detail differs, stop and confirm it by phone on a number you already know. Do the same when a partner sends new bank details, a new email address or a change to the carrier, the address or the route. A change often has a simple reason, and one phone call confirms it before loading.
| Detail | Where it should match | If it differs |
|---|---|---|
| Company name | The offer, the register and the order confirmation | Ask which company you sign with, and check that company |
| Company code | The offer and the register | Search the register with the code from the offer |
| VAT number | The offer, the order confirmation and VIES | Check the number in VIES and ask about the difference |
| Licence | The licence copy and the LTSA list. For a forwarder, the licence of the carrier | Ask which carrier will drive, and check its licence |
| Bank account holder | The company name on the order confirmation | Confirm by phone on a number you already know before you pay |
| Email domain | The domain of the company’s own website | Call the company on a number from the register |
| Phone number | The register data or the company’s own website | Call the number from the register |
| Truck and trailer plates | The plates the forwarder sent before loading | Wait with loading. Call the forwarder on a number you know |
AI reports, exchange ratings and references
Many logistics managers ask an AI tool for a report on a new forwarder before they reply. Others read its rating on a freight exchange or ask for references. We check every carrier before every load. For a new company, we also read an AI report and its exchange rating. These checks add context, and the register and VIES confirm the facts.
Order of checks
How to check a new company
Use these steps on every new company. The register and VIES confirm what the other steps tell you.
-
Ask for an AI report
Give the legal name, company code and country. Ask for a source per line.
-
Confirm in the register and VIES
Check every line of the report against the register and the VAT check.
-
Read the exchange rating
Read the rating and the reviews other users left on the company profile.
-
Call three references
Ask what they moved and if documents and payments came on time.
An AI report and a rating add context. The register and VIES are the sources we rely on.
For an AI report, give the tool the legal name, the company code and the country. Ask for the status, the date registered, debts, risk signals and reviews, with the source of each line. The tool writes from what it finds online. Two companies can have similar names, and an older page can show older data. So we confirm every line of the report in the register and in VIES before we rely on it.
A freight exchange rating shows how other users of that exchange rate the company. Their reviews say how the work went, and the profile can show if the company pays on time. The exchanges we use open an account only after the company sends proof that it is a registered transport company, with its licences. A rating covers one exchange, and a new company has few reviews. A rating also does not show which truck comes to your loading.
For references, ask the forwarder for three companies that can recommend it. Find the phone number of each company in the register or on its own website, and call it. Ask what they moved with the forwarder, on which route and since when. Ask if the documents and the payments came on time.

Frequently asked questions
-
Does a freight forwarder need a licence in Lithuania?
No. The Lithuanian Transport Safety Administration says that freight forwarding is not a licensed activity. A licence is needed to carry goods by road for hire. A forwarder without trucks has no transport licence to show you. Ask which carrier will drive your load, and check the EU Community licence of that carrier.
-
How do I check an EU VAT number?
Use VIES, the free VAT check of the European Commission. Choose the country, type the VAT number and press Verify. The result shows if the number is valid. Some countries also show the company name or address. If the number is not valid, ask the company why before you book a load.
-
Can I see if a Lithuanian company has tax debts?
Yes. Company data sites such as rekvizitai.lt show debts to the State Tax Inspectorate (VMI) and to Sodra by company code. They take the data from VMI and Sodra and show its date. A small debt paid within days says little. A large debt that stays for months is a warning sign.
-
Which details should match before loading?
Seven company details and the truck plates. The company name, company code, VAT number, licence, bank account holder, email domain and phone number should match in the offer, the register and the order confirmation. At loading, the truck and trailer plates should match the plates you got. If one detail differs, confirm it by phone on a number you already know.
-
Is CMR insurance the same as forwarder insurance?
No. CMR carrier liability insurance covers loss of or damage to goods during the trip, up to the CMR limit of about 10 euros per kilogram. Forwarder liability insurance covers mistakes in the forwarder’s own work. Some forwarder policies exclude claims under the CMR Convention. Ask for the certificate and check which risks it covers.
-
Can I check a freight forwarder with an AI tool such as ChatGPT?
Yes, as a first step. An AI tool can collect register data, debts and reviews about a company in one report. Give it the legal name, the company code and the country, and ask for the source of each line. Then confirm every line in the national register and in VIES. We check every carrier before every load. For a new company, we also read an AI report and its exchange rating.
-
Does RNJ Transport check the carriers it uses?
Yes. We check every partner carrier before every load. We look at the EU licence, the company register status and debts, and the CMR liability insurance certificate. We call the carrier on a number we already know. Before loading, we get the truck and trailer plates. If a carrier fails one check, we do not use it.
